I am sure whoever could not pay for their home will be super concerned about keeping the lawn manicured. If it's that bad, go mow your neighbors grass. Is it really that much trouble? People would seriously rather impose a law or ordinance so people can be fined? The same people who already can't afford to be in the home in question. Are you serious, how will that help anyone?
