The Baker City Police Department issued more than 80 parking tickets in certain areas of the city in two days. This is unprecedented.

Chief Lohner has said these citations were issued during "proactive" enforcement of the relatively new Property Maintenance Ordinance No. 3292 passed by council for reasons many citizens do not understand.

One must wonder what other types of "proactive enforcement" will ensue.
