Petition to investigate Victor P. Lopez regarding grant money.

I have created a petition to investigate the mayor for dipping into the grant money for programs he wants us to believe are helping the good people of Orange Cove. These programs are to help him and his family. We need to stand together and do something or he will get away with it for another 30 years. Sign the petition and let Senator Dianne Feinstein know we are fed up with Victor P. Lopez's sticky fingers. If it were you or I we would be going to prison for fraud. Don't you think the law should be the same for him?

Just for clarification for Señor "MRKNOITALL";

David Lopez is a Water Treatment Operator T-1 in the Water Dept. for City of Orange Cove. He passed the T-1 level test in January, 2004. The City has paid for numerous training and tutoring sessions (probably in $1,000’s) for him for the past FOUR YEARS - and as of December, 2007, he is still unable to pass the T-2 test.

David has been trying to get an hourly rate increase for several years ... but does not qualify without passing the T-2 test. So he and his "daddy" in collusion with Bill Little (City Administrator) concocted a "raise" for poor little David ... you can read the Bill Little Memo here;

As Bill Little could not authorize the $7,787 of "retroactive pay" for David Lopez, he produced the above memo recommending that the City Council approve the payment of $7,787. Daddy Victor Lopez acted as sole advocate and lobbyist for little David's retroactive pay -- NEPOTISM is not allowed in public agencies!!! But as usual in Orange Cove rules, laws, and guidelines are ignored -- Lopez Sr, acted illegally in advocating this raise for David.

And just for the record Señor "MRKNOITALL", Victor Lopez, Jr. is the one with the contract for the "parks" - Security for Skate Park and BMX Park. As in most Familia Lopez transactions he is not licensed, trained and not vetted for this function as REQUIRED by CALIFORNIA LAW.

Setting it straight: A story on the front page of the Local section Wednesday reported incorrectly that the Orange Cove City Council voted 5-0 to fire former finance director Odilon Ortiz. The vote was 3-1.

The former finance director of Orange Cove is suing Mayor Victor Lopez and the city, saying he was fired in retaliation for investigating improprieties at City Hall.

Odilon Ortiz, who was fired as finance director in June, alleges that Lopez did not properly report all of his compensation and that some of the mayor's relatives and supporters were not billed for sewer, water and garbage services for many years.

The lawsuit seeks about $500,000 in past and future income, retirement and health benefits, said Ortiz's lawyer, Ty Kharazi. It also seeks about $1 million in punitive damages specifically against Lopez for emotional distress.

Ortiz initially had filed a claim with the city, seeking $425,000 for lost income, lost retirement contributions and emotional distress. The City Council rejected the claim in December.

Lopez, who said Tuesday he had not seen the lawsuit, denied all of the allegations. He called the charges "unfounded and untrue" and is confident that he and the city will be exonerated in court.

"I have nothing to worry about," Lopez said.

City Council members voted 5-0 to fire Ortiz because they were dissatisfied with his job performance, Lopez said.

The lawsuit, filed last week, also claims:

Lopez sought payment for attending as many as three meetings a day on behalf of the city, at $300 per meeting, but did not provide receipts showing he had attended the meetings.

Lopez's two sons, David Lopez and Victor Lopez Jr., charged the city for personal expenses and received refunds for city-purchased merchandise but did not return the money to the city.

City officials violated state law by not adopting policies and procedures to require bids on purchases of supplies, equipment and other items.

Kharazi said Lopez made comments harming Ortiz's efforts to find employment. Lopez called Ortiz incompetent and accused him of improprieties on a Spanish radio station, Kharazi said.

Ortiz was the city's finance director for nearly two years. Before his employment in Orange Cove, Ortiz was Hanford's utility billing supervisor for three years.

We all know the mayor is dirty...and his sons. This stuff has been going on for years.

Better job??? You've got to be kidding. All the gang bangers are teaching the children is violence. Parents need to educate them about joining gangs but a lot of the parents are also gang bangers and condole there actions. It won't stop until the parents that are gang bangers start caring. I do agree with you about the job situation though. We do need year round jobs. If Victor P. Lopez really cared about this town there would be more jobs and less gang bangers here, he has had plenty of time to do something about it. It is time for change we need a new mayor.
