Was Taser needed?

“His death could have been avoided. That officer (who tasered him) gets to go home and be with his family, while Jermaine's family has to bury him.”

Jermaine Ward was handcuffed and offering no resistance to Milan police when he was stunned with a Taser, according to a friend who was arrested with Ward after a traffic stop on Sunday. via Jacksonsun.com

If he was already hand cuffed the milan police dept used bad judgement in using a taser on him. maybe we need to use it on them and see how they like it.

Jermaine was a great friend and all around nice person. Calm, laid back and respectful. Posed no threat whatsoever, killed by an inexperienced officer, who lacked restraint.I think this officer used an excessive amount of force, and murdered someone accidentally. I was physically ill after reading the article about his death. No Justice? Shocking someone to death over marijuana. Will somebody please make this cop explain his actions.

I feel like the only ones that can really tell us if the force used was necessary were those present. If he was already handcuffed and not resisting, then yes it was excessive. We must also keep in mind though that there was always the possibility of him having swallowed other drugs before being pulled over. Before everyone starts yelling, I just want to point out that if weed is present most likely other substances are.
