The #1 problem of isolation and non-community among the +60-age-groups could be better-achieved by changing the living-communities to better-meet the needs of those within (especially women as lg.% is women/sorry, men pass approx.7yrs prior). There are so very many older, single, homesteaded women who live in virtual isolation of friends, family, medical/dental & social-programming avail. that it seems logical that tending yards, mowing & snow-removal are activities they are still attempting (as one can see on any snow-laden-day in WI (and, admittedly, some "are" in "housing which does not meet those needs as residents have diffic. time walking down halls unaided/ or using canes/walkers,etc.). "If" group-housing which would "truly" meet the needs of 60+ers,(in all socio/medical/physical,etc.)ne eds, could be e-v-o-l-v-e-d then WI could lead-the-way as the "showcase" for other states!(NOte: some housing-options are A-1 in WI/even offer WI-golf/bowling and many activities to "maintain/prolong/nuture/ and pre-vent-disease & mental-stresses of aging" and those are the housing/+60's programs that would be the "basis-for" for future-development.(For example: one lady +90 in Green Bay has "more rooms than she needs" but difficult time getting around the housing-facility as it is constructed" and programming is not of interest to her specifically so she is isolated within her room much of the time except for family and friends v.s. a lady in N. WI facility who has resources of WI bowling, WI golf and is able to have an animal for companionship, "and" is offered rides and "phyic.-aide" if needed to "go shopping" go to "her" local church (not chapel within facility "just") and to travel, locally, where she needs to go.) An added problem is having residents (pari-nursing facility) travel to far-cities when closer-cities have same medical facilities and resources/doctors and programs, but "their" insurance only allows Tx at the "far-away" facility so travel must be arranged/times/transport,etc.
