Manilla needs a new industry and this is in the middle of the bean fields and easy access to the raw materials. This will bring new taxes and employement to the town.

AGP in Manning would be a better location since they already have access to their bean crush and are on the rail.

Manilla can't get enough money raised. This project in Manilla won't go anywhere. Just like their town. It is dying. They are losing so many kids in school and they are financially in trouble so they had to beg Manning for help to consolidate.
