Who do you think would be the best jailer for Boyd Co.?

I heard Mark Hammond is going to run for jailer i hope he gets it the detention center needs to be turned around

I usually don't respond or make it on here but someone called and said I was in a topic of discussion. I am Mark Hammond and yes I am going to run for the jailer's office in Boyd County. I have lived here since 1991 and worked as a paramedic for several years. I have been around not only law enforcement but emergency services in general almost all my life, either as a firefighter, paramedic, regional training director for the Kentucky Fire Commission, and a deputy coroner for Boyd County. At this time I still hold my paramedic's license, am active in the fire service, work full time as a regional training director for the Kentucky Fire Commission, and part time as a deputy coroner for Boyd County. I have decided to run for the jailer's position because of all the problems at the jail and to hopefully be able to make the jail a better and safer place to work for everyone. Some people will say what makes me qualified, my answer to that would be for the last 19 years I have saw a lot in this county and worked with all facets of law enforcement, EMS, 911 center, and the emergency services community as a whole. I have been in charge of budgeting and running a department for the last 12 years and supervision of employee's for the last 12 years. I believe it takes someone that is well rounded to do the job and someone that has been involved in emergency services to make it work. So for those that have not heard of me now you know who I am and it is no secret that I will be filing papers to run for the elected position as jailer for Boyd County when that time comes.

Are u willing to answer some legit questions on this type of forum? I am curious on how you view the current use of force policy at the jail, or lack there of. At what point do you feel it's ok to use pepper spray ( oc spray ) on an inmate? For example, presently if someone bangs on a door or is too loud they get sprayed. One of the most disturbing things that I saw was an inmate being strapped in " the chair " and put into the rec room ( or exercise room ) and left to bake in the sun until he decided to talk to the jailer in a lower tone of voice. Also I think all the deputies should have some type of defensive tactics training the same as police officers do. How do you feel about those issues? It sounds like as far as experience you have a lot to bring to the table. I am just curious on your point of view on a couple of issues. You may be exactly what Boyd county needs!!

I know Mark Hammond and have a great deal of respect for him, that being said I do not feel he is qualified to be the next jailer. He has no law enforcement experience. I think the next jailer needs that.

First of all thank you for the respect comment I do and have tried to gain that all my life but saying I have no law enforcement experience is also a myth. Have I been to an academy the answer there would be no. have I worked the streets as a law enforcement officer on a daily basis no. I am a deputy coroner and an accredited medical legal death investigator. I have had training in all facets of criminal investigation, which I truly believe is where that training comes to play at the jail. It's not about writing a citation that's not what the jail is about. Can that happen yes and I do know how to write one the same I I know how to look up a KRS and do the paperwork that goes along with it. I qualify with a weapon the same as all law enforcement officers have to do but mainly any law enforcement experience comes from my training as an investigator, which I believe what happens at the jail needs someone that is well rounded not only in investigations but all facets of emergency services from law enforcement to investigations to medical emergencies to being a supervisor and knowing budgets and that is where i come into the picture. I have did and still do all of these things on a daily basis. Unlike someone that is just one of those facets such as law enforcement and no investigative experience. As for answering questions the answer is yes. I would of never even gotten on this forum if I was not not willing to do so. First of all I want to address the training side. All guards including the jailer needs to be properly trained and when I jailer is elected if he so chooses has to attend classes prior to taking office. There are tons of training out there for corrections officers and lets face it the people that work at the jail need to be corrections officers. So training would be the first issue and proper training to deal with inmates the way they should be dealt with and that is not to be stuck out in the hot sun to bake like a potato. There would need to be a use of force policy as in any law enforcement setting you start with the least use of force and move up until the problem is corrected. Working in public service people raise their voices all the time and dealing with persons that are under the influence of drugs and alcohol is not fun add to that not having the proper training and your just asking for trouble. Do I believe people need to be restrained at times to keep from hurting themselves or others the answer is yes and can be restrained in a proper manner. As far as the issue of OC spray or other forms of force at the jail that comes with proper training. I believe all supervisors need to be trained in not only corrections training but in supervisory training to handle any issues that should arise. The jailer can not be there 24 hours a day 7 days a week so the right people need to be placed in those positions so things do not spiral out of control. If use of force is used then reports with documentation needs to be filled out that not only covers the jail but also the officer and county. Do I think the community projects program is a good thing yes but you have to have good supervision and I believe it takes more than one guard to supervise that program. I hope this has answered your questions and puts more light on my qualifications. I believe I do have what it takes to be the next jailer or by any means I would not even put my name out there.

I wouldnt be surprised to see John Pennington run again. He ran in 06 but was due hip surgery at the time and couldnt campaign like he wanted to. John worked at the jail for 23 years and became a sergent. He worked under Burchett for one year after he was elected but made the wise decision to get out. John has worked the last six years with the kids at Ramey Estep Homes and is one of the best staff they have. Now before anybody brings up the Chad Boggess death, yes John worked for the jail at the time but was not scheduled to work the night of the incident. He was called in after the fact to relieve Bob Price, who was the sergent in charge during the incident. John disapproved of what happened and told the deputies that Boggess shouldnt have been released from the restraint chair. A deputy told him that Boggess was saying he needed to use the restroom and John's reply was "would you rather have what happened on your hands or a greivance filed that you let an unstable inmate remain in a restraint chair and used the restroom on himself".
As for training, defensive tactics, I know John was very interested in beginning Safety Crisis Management training for deputies, which are the methods that Ramey Estep Homes currently uses. The training includes single or multiple people restraint methods. |

I know John and I know he had nothing to do with the incident that happened at the jail. As far as using SCM at the jail, I think that is a terrible idea. Those tactics may work in theory but in reality they are a joke. Even if they did work the jail is in no way the same type setting as REH. John is a good guy but I don't think he is what we need at the jail right now. We need to go forward not back to the way it used to be. Just my opinion...

Well ladies and gentleman it seems someone thinks they know me in a matter of 30 minutes I have had a posting in this forum and one under Boyd County EMS forum from someone who really does not like me. First of all If it is a legit question I will answer it but to bring my wife and son into this it has no place. My son is a great 15 year old who I spend as much time as I can with and enjoy every minute of it. My wife and son both support me 100% in all of this. As for abuse yes my son was abused by his biological mother, which is a whole different story because my wife and I won custody of him several years ago and have never been happier. As an administrator some people are not happy with decisions i have made when setting on boards or in my job but it bettered the community and my job as a whole I am very proud of my accomplishments I work hard for what I have and continue to work hard in my jobs that I do. As for being an abuser that does not even deserve an answer. Again as i said in the other post I put my name out there and I would hope if you have questions please and want to trash me please reply with your name.

They need DEFENSIVE TACTICS TRAINING not " restraint traing " the guards need to be able to defend themselves as well as control the inmates. You are talking two different worlds....

WHO THE HELL ARE YOU this is blake hammond mark hammonds son i will be more than happy to inform your dumbass that he has NEVER!! i repeat NEVER!!! laid a hand on me unless i needed it and beleive me i have needed it a couple times and when i say that i mean he would spank me when i was a child he has never ever laid a hand on me or my mother. so you dont know shit! so dont get on topix and spread a lie. my dad would be a great jailer for this county. a lot better than the one we have now. my father is a hell of a man and i would hope to be half the man he is. and as far as an instructor is is a great one at that. He has NEVER! laid a hand on me or my mother. |

and as far as the abuse with my mother goes thats true too so if you want to get on topix and say Crap like this consider if i was really abused before not by my father but by my mother, ASSHOLE! and next time spell misappropriation right. and as far as that goes my father does his best to help the 35 fire departments he trains and with a tight budget its kinda hard to "misappropriate" isint it. |
