DEA, Task Force arrest suspected drug distributor

The Drug Enforcement Agency and Pecos Valley Drug Task Force arrested Scott Gutierrez, 38, of Robin Road in Artesia, Tuesday for distributing methamphetamine, a task force press release said.

I seen that but from what i read it seems like they got him for failure to go to court and just gave him a fine. If thats all it was well than that was just alil slap on his wrist.
From what i was told is that he was on the run, how do you get fined if you are on the run? LOL. These Reza boys always get off easy.
