Wisconsin Department of Commerce Secretary anticipates gradual economic recovery

Wisconsin's economy will make a full recovery, but it's likely that it won't happen until 2012, state Department of Commerce Secretary Richard Leinenkugel told central Wisconsin business and community leaders Friday afternoon at a meeting in Marshfield.

Small business owner

Small business owners employ 80% of the employees in America. I don't think this recovery is going to be quick for several reasons.

1. Banks are still not lending to small businesses, even if when their credit is good.
2. Banks aren't lending even if the business has cash in the same bank equal to the amount of the loan request.
3. Small business owners are waiting until they see what the new health care plan will cost. If it adds more than 1-2% to payroll costs, business owners cannot hire and may not even be able to give raises.
