If you want a chicken, move to the country.

"If it passes, residents would be able to get a permit for up to three hens without obtaining the approval of 75 percent of their neighbors within 150 feet, which is currently required. " - and next year it will be 6 hens, then the next year 12 hens and a rooster. It never ends with this type of thing.

Haha. This paranoia with city chickens is the best comedy show in town.
1/ Factory farming is more dangerous to animal and human health than a few chickens in the city. Didn't any of these paranoid commentators read about H1N1? This strain of the flu developed in factory hog and poultry farms before spreading to humans. Same thing with Mad Cow and hoof and mouth disease.
2/ Cities already limit the numbers of cats and dogs you can own, and they haven't upped that each year to a never-ending number.
3/ Few city folk are going to suddenly rush out to buy and keep live chickens simply b/c they can under city law. The number of chicken-keeping residents will stay extremely low simply b/c most people don't want to put in the work and money involved.
4/ I've been chased by more dogs than chickens in my 5 years in Minneapolis. In fact, zero chickens have come after me snarling and barking and baring very large teeth while I was simply going for a jog.(p.s. I have a dog and love dogs.)
5/ People are often more a nuisance than their animals: loud music, drugs, partying, poor upkeep of their homes/yards, illegal driving/parking, etc...
Come on, folks. Really.

I've been thinking about getting an egg-laying hen, and wondered, what do you do with them in the winter? Do they need a heated coop?

I've wondered this too. Since I live downtown, I wouldn't be able to do anything with the knowledge.... but I still wonder :)

St. Paul has clearly not assimilated the new arrivals from the slums of Chicago, Detroit, Memphis, SE Asia, and Africa. The new arrivals rarely include well-educated, and well off people who might actually enhance the quality of life in the City.
Since "welcoming diversity" means appreciating new cultures, St. Paul is now appreciating its expanding criminal element; its many men and boys, who trample on women and elders, and shoot each other; its new love of isolation and self-indulgence; and its growing distaste for public service. The need for backyard chickens in St. Paul is symptomatic of the growing problems in St. Paul, that, unfortunately for those of us who live near St. Paul are rapidly infesting the suburbs, who such cultural disparities are not welcome.

Why not, chickens are easy to raise and easy to eat, don't take up much space, who cares, just don't try this up in north oaks they will kill you if you try this up there...
