When FM was settled it was NOT a flood plain. Since WW2 every wet land has been drained, fields tiled, plow and plant right to the road, climate change, this list goes on and on. Now take a good map that shows the water shed area, guess what most of the water comes from Minnesota. Otter Tail, Red River itself all Minnesota drainage. HMMM.
