Dogs locked in house HELP! GET HER TO SURRENDER THESE DOGS

Samantha Foster of Alton Illinois 3405 Lincoln Alton ILL has 3 dogs locked in her house that she no longer occupies. The dogs stay crated all day and night. Someone lets them out 1 x day and that's it. Some times they forget on the weekends. One dogs is very ill and she said it was emaciated. voice your opinion call the police get these dogs in rescue!!!

She is a teacher who would want this person as a teacher!
