Here's a thought, give any new retailer that moves into one of these vacant spots a 3 to 5 year city tax holiday so they can establish themselves. Furthermore, we might even even be out of the recession by the time the holiday is over. My guess is you would start getting a fair amount of interest from retailers by doing this.

Better yet, get landlords to make it on rent alone instead of sticking their sticky fingers into the profits of the stores.

No, I just hate whiners like you. If you dont like your landlord sticking his/her fingers into your profit, then either find a different place to rent or buy your own building.
