Otis Water Tower 1 mile SE of Town?

My wife and I took a drive yesterday (8/22/09) and went to Otis, KS and drove around town. After leaving we noticed another Otis Water tower about 1 mile SE of town. We drove to it to find what seemed to be a old Army Base (?) with some large buildings, sidewalks laid out around what we thought were barrack footings inside several of the sidewalks. Can anyone give us more information about this site SE of Otis, KS. Thanks,

You saw the remains of an old Helium plant. I think it was built around WWII and was taken apart in th 70's. I'm not sure why they left the water tower.
