MANSFIELD — Richland County residents on the food stamp program could be in for tougher times come January. The federal government is cutting the program by $50 a month per household.

Considering that 21,748 people — 10,414 households — throughout Richland County receive assistance, that could mean a loss of $6 million to help the poorest families buy groceries and heat homes. Across Ohio, that number could jump to $520 million for the 869,000 households enrolled in the food assistance program, formerly called Supplemental Nutrition Assistance Program.

Because cuts were “driven almost entirely by the lower cost of natural gas,” only families who receive utility assistance will see the drop, said Ben Johnson, spokesman for Ohio Jobs and Family Service. Assistance applied toward smaller utilities, such as telephone service, will not see the decline, Johnson said.

The Ohio Department of Jobs and Family Services will send out letters explaining the change within the next couple of weeks, Johnson said.

The “standard utility allowance”— the amount deducted from a person’s income to pay for shelter costs — is recalculated each year to reflect heating costs the year before. This year, a mild winter and the lower price of natural gas led the federal government to reduce the standard utility allowance by $166 for 2013, which translates into about $50 less per household in food assistance.

“Because the price of natural gas decreased, the allowance decreased,” Johnson said.“The idea is that if people are spending less money on utilities they’ll have more money for food.”

The average food stamp recipient in Richland County receives $132 per month, slightly below the state average of $138.

But where last year’s mild winter helped slash heating bills for Ohio families, this year’s weather forecast does not appear to be leaning in residents’ favor. The 2013 Farmers’ Almanac is predicting heavy snowfall for eastern states this year.

Johnson said a harsh winter could boost heating costs and return some of the lost assistance in 2014. Until then, residents will have to suffer through colder weather and tighter budgets.

“We understand those concerns,” Johnson said.“That’s why we asked the federal government to continue using last year’s utility allowance, but they were not able to grant the request.”

The state JFS office appealed the change to the U.S. Department of Agriculture, which oversees the food stamp program, but that request was denied. Cuts will go into affect nationwide in January.

While the change has many food banks and other relief organizations in Ohio’s larger cities worried that poverty levels will only increase as a result of the loss in funding, many local groups like the Salvation Army in Richland County have yet to be notified, an official for the service organization said.

Representatives for Harmony House and Catholic Charities, other major aid organizations in the county, could not be reached.

Food Stamps and other welfare programs are meant to help people out during a time of need. Unfortunately, too many people rely on these programs rather than helping themselves out of the situation.

They continue to have babies, when they can't care for the ones they already have. They use their limited funds for flat screens, cell phones, cigarettes, alcohol, etc. We need to limit the length of time they can receive assistance. We also need to look at the entire household income. How many "couples" do you know that are not married and one or the other files individually to get benefits.

As a child, my family received assistance until we got back on our feet. Since then, I have worked up to 3 jobs at a time. There is work out there folks, it may not be glamorous or high paying but something is better than nothing.

So Ralph from Ohio -- WHAT has "started"? Did you even READ the article? This would happen no matter who was in office. Even if it had been Romney. These figures are based on utilities calcuations and ONLY families who receive utility assistance will be affected. Last year, the winter was mild and heating fuel costs were down, so that's where the difference springs from. If this is a rough winter and fuel costs go up, then next year they'll probably get that $50 back and an additional $50.
Besides, I would have thought you'd be happy that people were getting less government assistance, being the greedy self-serving repub that you are. Unless, that is, that you are one of the ones getting the assistance. Hypocrite. Sounds kind of like that hypocrite Rigid who was so anti-Obama and everything he did, and yet he sure took that job incentive money when it was offered. Two peas in a pod. Just so the rest of the middle class doesn't feel left out restaurants are adding a surcharge on all their menus to try and cope with Obama care. So much for the lie that this will not raise your taxes one thin dime, of course there are the other 21 taxes to consider. It has started !

I work at one of the gas station / convenience stores here in Alamogordo and I agree that the food stamp program needs to be redone. Everyday I see kids come in with there friends and buy candy, chips,fountain drinks and even energy drinks with there parents food stamp cards. Our goverment need to put stronger guide lines in place for this program.

I agree, under Obama anyone can get food stamps. I t was designed to help those who need it but when they start spending them in Casinos something is wrong. They bought him an election but he will now take back what he gave.
