Judge it!
Alameda is putting too much emphasis on retail sales tax. Better to put emphasis on business-to-business sales tax - the one bright spot in the recent sales tax reports - which grows exponentially with population growth, density and traffic in Alameda.
Alameda will never be an Emeryville...
