I am currently doing some research regarding a possible corrupt City Official and Police Officer in Socorro, TX. I am looking for people that have come across violating Socorro City Ordinance #254 and paid the Fine. The Officer handing out these Citations goes by the name Officer J. Ortega. This Officer is known for using his badge number (254), to describe the violation commited. If you ride an ATV anywhere in Socorro, TX- He states that you are violating City Ordinance #254. If you are caught displaying a vehicle For Sale anywhere in Socorro, He cites you stating you violated City Ordinance #254. My girlfriend once parked on the wrong side of the road and found a ticket in her windshield stating that she violated City Ordinance #254.
Every City Ordinance has it's own unique number to identify it. I looked into Socorrocity.gov and City Ordinance #254 is an Ordinance Adopting a Budget for the Fiscal Year, etc.. and has asolutely nothing to do with any of the above alleged violations. I don't negate the validity of these violations, but they definitely don't have the same Ordinance No. I'm trying to seek the truth, the real Ordinance Numbers of these violations. I told the City Clerk on City Hall that my car was displaying a For Sale sign and I was given a citation for Violating City Ordinance #254. I asked the clerk for a copy of it under the "Freedom Of Informtion Act" and because it is a public record. They gave me ordinance #254 stating that it was an ordinance regulating the placement an/or sale of automobiles in Socorro, TX. This IS an actual City Ordinance, but not #254. I am looking for the true Ordinance. It is my belief that they "tampered with a goverment record" and altered it, to display the Ordinance Number that the Officer stated in the citation. A public meeting was held on 08/14/2006 adopting the City Ordinance. I need anyone who has this information to please come forward. Also some forward if you have been a victim of the abuse of Officer J. Ortega or his famous City Ordinance #254. We are taxpayers. Our city officials and officers are here to serve us, not screw us over. Please come forward if you can be of any help. Any help, comments, or stories are Greatly Appreciated. Thanks |

That guy (254) wouldnt or couldnt be a police officer, anywhere but in Socorro. Someone really needs to look into that dept, and city as far as that goes

I think the Corruption starts with the City Hall and the Mayor Trini Lopez. Since there is not enough people attending the City Meetings, The Mayor makes the suggestions, and the City Council and a few drunk politicians approve everything the Mayor wants. The councilmen know what's going on as well and don't care. They're just leaches. Just there to suck money from the City. There should be more participation from Socorro residents on the City Hall meetings. Socorro is full of trash in the Police department and city hall because nobody does anything to take out the trash.

If the new Chief of Police really cares and wants to change things around, he will get rid of all the bad apples and make sure they don't come back as peace officers. Chief Serna is reputable. I don't think he's happy about the departments' corruption.

NO WAY!!! That proves that corruption and ethics don't mix. He probably saw that there is no potential for improvement in the City of Socorro. Darnit... I felt change coming in the department.

Socorro is corrupt. And when they get an honest City Attorney,City Manager,or chief, who tries to fight the corruption they force them to quit or fire them. Mayor Lopez is a thief who wants a police chief who will look the other way and keep him out of jail while he steals from the city. Get one who's a drug addict that he can control and its a sealed deal. (you know who you are) The others are just waiting their turn to milk the city. (Gandara, Cox, Hernandez) Ortega is an idiot. He has no business in law enforcement. But that's exactly why he's still around. Socorro needs stupid and corrupt law enforcement so they may continue doing what they are doing. Fire him and the mayor and council will get him back even if they have to replace everyone on the civil service to get it done. Or find another one just like him. To answere your question, 254 is not the ordinance number, it's ortega's badge number. He thinks its funny.

Anyone have some kind of pull with the FBI? Socorro is the City that should really get investigated for corruption, not just El Paso. Someone should tip them off. Once they start, the whole City Admnistration will go down. Doesn't that sound like fun?

Google Search the Socorro, TX Police Department website. They have a City Ordinance 229 as the ATV ordinance. Can't find the vehicle for sale ordinance yet but will keep looking.

Got the scoop on Ortega! Seams like he was chasing some guys. Had his gun out and panic. Then shot his gun. Turns out it wasnt even the guys that he should have been looking for. Then did he get any punishment? NO!!!!!!!!!! Not at all!!! Avalos! What does he have on you?

Who is Avalos? What is his rank in the department? Is it really true that Serna is no longer Interim Chief of Poice? I know Ortega has numerous greivances in his record. Why he's still there, I don't know. He must have something on the rest of the City Government to cover his self with. Maybe if he's terminated, sh*t's gonna hit the fan, and eventually, the domino effect. One goes down and they all go down. That's the only thing I can think of. Ortega has gotten away with it many times.

Avalos is the Mayors boy in the police. I think he got fired by the last chief but the Mayor pulled strings to get him back. Then they fired the chief so Avalos can be chief. Corruption is everything in socorro.

I think that is the same case with Ortega. He's got so many complaints filed against him and he's still there. Maybe consistent exposure to their wrongdoings will bring fame and shame to them. After all, we're not lieing. Someone out there has to bring real justice some day.

Someday and sooner than they know it, they are going down. Their fame will bring them shame. It will be so bad that they will want to move and change their identity. Mark my words. Justice takes time but it always arrives. Los que rien al ultimo rien mejor. I can't wait til Trini Lopez, his City Hall Crew, and the inept Socorro Police Department go down hard.
