The aliens look like characters from the cartoon show Teenage Mutant Ninja Turtles. Perhaps it's simply a window decor featuring a couple of the characters from TMNT.

I'll just say its a magnification of light cause by some kind of glass (broken or some fanciful type) when the sun rises/sets depending on where its placed
