A "second chance" is simply stall ball, kicking the can down the road, voting "present" when you should be showing leadership and making a decision and standing by it. Cowardice, but any other name. Playing for time, running out the clock gives Obama political cover, a chance to save face, because he can then say either "see, I gave them time, they did better, so I can approve the guarantee", or, "well, we tried, but they didn't cut it, so I can't approve the guarantee". Well, I'm smart enough to see through that crap. Either Obama keeps his promise to support the project, or he shuts his ugly yap about it.
BTW, people are still going to be losing their jobs during this interregnum. Tell people on unemployment how great you think Obama is when his DOE has cost them their jobs.
