Because the stupid train would be a black hole of expenses, and completely subsidized by the state. I don't know why it is so hard for people to understand the difference between an expense and a discount on expenses. You cant go to a grocery store and give them 50 dollars worth of coupons and just ask for cash, you have to buy their product. They get the revenue difference. The train would have been an ongoing expense for the State, not a reduction in revenue.
