DBED report cuts back outlook for isle economy

There have been two fundamental differences between the Legislature and the administration on the economy. The first difference had to do with the depth of the downturn. The Governor has been rosy and the legislature real. The administration now seems to be getting real. The second difference is what to do in the face of the downturn. The Administration provided almost no guidance about restraining spending, so the legislature made the cuts and took the blame.
