Chevron emergency plan didn't avert fire

Fire crews pour water on the Chevron Oil refinery fire in Richmond Calif, Monday August 6, 2012.
This isnt much of a story but I would be really surprised if H20 (water) was the only tool to combat the fire. Foam,Purple K, or some other indusrty retardant had to be used!
