Governor - your advisors recommended you look to the land of liberal lunacy (academia) to find the best candidate for this position? Time to replace your staff. Here's a thought, why not look to the private sector and find a retired CIO or IT consultant who has first hand experience in identifying root cause technical, operational and process issues/solutions? Why not look for someone who can also effectively drive the process and cultural change efforts required to implement these solutions? Oh yes, you're going to find that person in the state college systmem; long on theory and zero first hand experience.

Hey, Genius, how's about actually reading the article? Oh, I forgot, you don't value academics.

Here's a clue...had you valued academics more than vitriol you might have done better in school. Then you would have been able to read and HOLD the information long enough to see that Ms. Parnell managed technology at "Fidelity National Information Systems, a PRIVATE company that serves the banking industry."
