The SEC has nothing to do with these bonds that are Bearer Bonds. None of this is typical world market transaction that is regulated by government agencies. Hello??? You are not talking about GE/ AA bonds that are owned by "widows and orphans"

If you are talking about 'historical bonds' you have a point. But, if you are talking about recent issued Venezuelan bonds, then read this.
