Cell phone firms answering calls to trim early-termination fees

Why not allow states to regulate individually? Because then there would be competition among the carriers, something the carriers are loath to allow, for I could then enter into a contract for nationwide service with the carrier in the state that best suites my needs. The market would eventually provide that the "consumer friendliest" carrier's policies would prevail.
