The can't ban drugs, guns, overcrowding, or destroying public property, so this will never happen. It is the "right" of the welfare rats to smoke, do drugs, shoot people, pack as many people as possible into their government paid for apartments, destroy it and then complain about the living conditions. Just ask our President or any tree hugging liberal.
