I know it sounds bad but there is a real answer for this. Dogs and white people and many other animals for that matter, have more natural oils in their hair/fir than other species. This is what you smell when it's wet.

Smell is natural

I own an adult foster home care for persons with disabilities and currently have two caucasian residents. I can honestly say that their rooms stink of wet dog for days. Where I'm from a lot of people say that caucasians smell like wet dog. Plus it's normally hot here too so my guess is the smell also comes from their body odor. A lot of caucasians that move here are unaware of their smell and eventually hear about it later on from locals. A lot of caucasians born and raised here are actually AWARE of their own smell.
