I can understand the justice taking that position, and not necessarily being racist for doing so. In Australia we have do have an unusually large proportion of inmates who are multi-racial. Now, a number of factors may be involved here such as their socio-economic status which may have prevented them from getting better opportunities , but some work has been done to try and understand the problem, and one conclusions was that their 'dual' identity created problems for them.
Personally, I have no problems with bi-racial relationships (in fact, I do think there is something to be said for white men marrying asian women when love is at the center of a relationship, based on my own experience with asian women), but there may be implications for the children, and any loving parent should consider if this will be a consequence, and if so, whether they will be prepared to assist their children through trying times, should they originate.
