I'm split on this one:

One one hand what the kids did was reprehensible and they ought to be expelled for it.

On the other hand however, the bus monitor's job is to control unruly kids, not just sit there and take a bunch of abuse. She should have done her job and put a stop to that. Easily done even by an "old lady," simply by filing a report if nothing else.

But by just sitting there taking the abuse and crying, she failed to do her JOB. Perhaps they should hire big bad-a$$ bouncers to be "bus monitors" and give them authority to eject unruly passengers.
