Maybe the second time will be a charm. Combine Drew Carpenter's stellar season with the Philadelphia Phillies' need for healthy arms and the conclusion was a virtual no-brainer. The Phillies called up the Vacaville High School graduate Thursday from their Class AAA affiliate in Lehigh Valley .
