My wife has a 1999 VW New Beetle and the large cooling Fan never seems to turn on. I have had some problems with the A/C getting to hot (high pressure) and shutting off. I want to know when does it suppose to run? and how do I test it?

I havw a 1999 VW New Beetle and my coolant fan is not coming on anymore.Does it have its own fuse.?? I need help .Its making my car die sometimes after I drive awhile.I have spent thousands on censors in the last few years I love my car but this is crazy
