2001 Intrepid 2.7- turn key and starter does not engage each time

2001 Intrepid 2.7 turn key and starter does not engage each time - seems like a switch is not being made with each key cycle. Checked the selenoid and it tests good. Changed the relay in the underhood fuse box and it still does not work properly. Is there another electrical switch in the base of the steering column that could be giving me an intermittent no start problem?

I have the same problem as what I can read at the top .My 2001 intrepid wont start nothing at all no crank batt. is ok motor starter ok but still no rotation of the starter happened when I turn the ignition switch to start,fuse ok but I cant find the so called fusible link,replaced the ignition switch no lack still no start what could be the problem please help.
