So that would mean that no, you also cannot buy them with the city.
Maybe the fireworks stores are like the strip clubs, technically not in the city.

and yet noone will bitch that people in their neighborhoods in Carolina Forest and ect. will be setting these off all weekend long... but heaven forbid if I ride by on my motorcycle!!

Yes, technically the fireworks stores are all in the county not within city limits.
Though no one seems to care if you do set them off in town as far as I have observed. They will be setting them off in my neighborhood and on the beach if the past is any indication and I have never seen a cop around warning or fining anyone in the 17 years I have lived here.

Twenty, thirty years ago fireworks were a normal part of the fourth. It seems that many of the outsiders that came to enjoy the lay-back culture, just couldn't wait to convert it to what they had left. It is called progress. That or trashing what was, in order to create what all it has become. The fun of using fireworks is just one of the area's ways of life that has been destroyed.

Anywhere in the unincorporated areas of Horry County it is legal before 11:00pm. After 11:00pm there is a county noise ordinance.

Carolina Forest is unincorporated and as such the residents there can set off fireworks in the middle of the street if they want to...!
