Dogs bark to bark. It is their nature. When it goes beyond this, then let the law step in, otherwise, let's use common sense. I believe dogs alert us to strangers or danger. I believe in keeping them indoors but they do have to go out for some running around and going potty. Lets get real and realistic here! The Las Cruces law goes beyond and allows people to make you lock dogs up all the time, not to mention vindictive people. Makes no sense to me.
