The issue is not if screws were missing but where were they missing and how many were missing?
If they were missing from the trailing edge, not so big of a deal as opposed to be missing from the leading edge of the panel.
Next, how many screws did the panel have in it? Were there 45 screws in the panel or 300 plus?
30 missing from from a panel with 45 in it is a big deal. 30 missing from a panel with 300 screws in it , again, not good, but not a safety of flight thing.( unless there were 30 missing from the leading edge.)
The story doesn't say. Poorly written story trying for sensationalism !

I guess missing screws are better than loose screws.
Missinbg screws do not cause a FOD (foreign object damage)problem.
Loose screws, on the other hand, can be traced back to management.
