A federal appeals court ruled Thursday that a man who suffered brain damage after a Painesville police officer shot him with a Taser during a July 2010 arrest can take his civil-rights claims to trial. The opinion, authored by 6th U.S. Circuit Court of Appeals Judge Jane Stranch, says that the city and its officers can be held liable for the injuries that David Nall suffered while officers tried to arrest him and his wife Rebecca during a disturbance at his apartment. Comment?

Fire call, general; Chagrin Boulevard: Police and firefighters responded shortly after 4:30 p.m. on March 7 to a report of the roof having partially collapsed on the gas pumps at the Shell True North station on the east side of I-271. At the time, there were no vehicles or customers under the canopy, which apparently gave way to the weight of snow piled on top. Comment?
