When a package of drugs fell out of a four-year-old boy's hat, educators at the Pre-K Head Start program at West Street School in Geneva, New York contacted police. The package contained 12 grams of cocaine, but that was just a drop in the bucket of what police would find in the child's home where he lives with his parents and two-year-old sister. Comment?
