When I asked the DMV they said it was because I had a DWAI (marijuana) as part of my habitual offenses which included one DWAI and three driving without a license. So as part of the habitual sentencing it was required of me to have interlock for two years. No you cannot. It is a mandatory requirement to reinstate your license due to the HTO classification.
