Man exonerated of rape charges appeals lawsuit ruling
Judges with the 9th U.S. Circuit Court of Appeals are considering whether a federal judge erred in dismissing a multimillion-dollar lawsuit filed against Yellowstone County by a former Billings man who spent 15 years in prison for a crime he didn't commit.
