Deadline fails to resolve Plant Washington battle

The failure of the U.S. Environmental Protection Agency to finalize the nations first proposed carbon dioxide emission limits for new power plants by a Saturday deadline shifted little between the parties that are warring over a proposed power plant in Washington County.
