Instead, commissioners voted 4-1 Thursday in favor of a resolution proclaiming English as the county's primary language of communication. The measure is largely symbolic and carries none of the weight of the proposed English-only ordinance.
The issue reflects intense debate over immigration in Frederick County, which has the fastest-growing immigrant population in Maryland. In the fall, Commissioner Charles Jenkins proposed a law that would deny county services, including schooling, to immigrants who entered the country illegally. The measure failed. Read more

“Immediately after birth, a mother may kill a newborn in order to hide its existence”
Whatever drove a 41-year-old Rockville man to apparently kill his three young children in an Inner Harbor hotel last weekend might never be fully understood.
But the explanation police say Mark Castillo offered them - that he wanted to punish his estranged wife - is typical in cases of men killing their children, experts say.
'Most of the time, when men kill children, it's to get back at the women, sort of out of vengeance,' said Dr. Neil Blumberg, a longtime forensic psychiatrist in Baltimore who has testified for the defense and prosecution. Freon Leak Prompts Evacuation Of Giant Food Store
A hazardous materials team in Frederick is investigating a freon leak that prompted evacuation of a Giant Food store on the city's west side.
The Frederick County Division of Fire and Rescue Services says no one is hurt. Battalion Chief Dan Healy says only about 10 people were in the store since the grocery section was closed for a contract vote by workers.
Healy says an alarm alerted a pharmacy worker, who then saw a white cloud of gas escaping from beneath the door of a compressor room. Read more
