Winston-Salem proposed budget would raise property tax rate 9 percent

Winston-Salem's property tax rate would increase by almost 9 percent, and bus fares would increase by 30 cents to $1.30 under a $398.2 million budget proposed Friday by Winston-Salem City Manager Lee Garrity.
