Voter turnout for tiny North Dakota town: Zero

Pillsbury Mayor Darrel Brudevold said voter turnout in the city's primary election usually is fairly high.

Doesn't that mean that the townspeople unanimously chose nobody? Sound to me like the town should be abolished...

Another interpretation is that no-one got a single vote, therefore, under the democratic system, they have no moral authority to be in office.
