Landowners question plans for Klickitat Trail
GOLDENDALE, Washington (STPNS) -- Nearly every seat was filled at Tuesday's Klickitat County Commissioners' meeting to voice concerns about plans for the Klickitat Trail and to hear Jim Harris of the Washington State Parks and Recreation Commission.
At issue for the land owners is the Classification and Management Planning (CAMP) for the Klickitat Trail. Land owners along the trail shared their concerns with the commissioners, prior to Harris' presentation.
Harris told the commissioners that he was here to move forward on the State Parks' application for conditional use permits for the trail. "We want to work with the county to do this right, to ensure best management practices are in place," said Harris. He stated that their application had been on file with the county since Nov., and he understood that the issue was in the commissioners' hands.
Commissioner Ray Thayer responded that the planning department was busy with wind projects, which he said had a higher priority because "they pay taxes."
Chairman Dave Sauter said he had two "stumbling blocks" in regard to the application. The first concerns the reimbursement agreement for projects exceeding $1 million value. Sauter stated that the planning department had sent forms for the reimbursement agreement in Sept. and had not received a response from the State Parks. Harris responded that he saw no need since the project value is less than $500,000.
The second issue for Sauter is his expectation to see "clear title papers from a title company, and exact boundaries. That is how the application would be complete, for me," said Sauter. By "exact boundaries," Sauter specified that means
