It appears Scioto Downs, a harness track in Columbus, will be the first racetrack in Ohio to open its video lottery terminal casino despite an uresolved lawsuit challenging the legality of VLTs.

MTR Gaming Group Inc. announced Tuesday that it has received the permanent gaming license it needs to install and operate video lottery terminals at its Scioto Downs racetrack in Columbus, Ohio.
