After Napa earthquake, Silicon Valley looks to build high-tech alert system

Among the many things the Bay Area learned from the recent shaker near Napa is that UC Berkeley's earthquake warning system does indeed work for the handful of people who receive its messages, but the rest of us find out about a tremor only after it knocks us out of bed. Silicon Valley has made apps that tell us when our Uber ride is approaching, our air conditioning has broken or a thunderstorm is brewing.

A fired-up Republican opponent of Secretary of State Bill Galvin knocked the longtime incumbent's stance on business fees, questioned why he wouldn't disclose the cost of public service ads and said Galvin's predictions of low-turnout elections are a "self-fulfilling prophecy." U.S. Treasury Eyes Hedge Funds' Use of Low-Tax Bermuda Reinsurers

The U.S. Treasury Department said it's considering ways to end a "loophole" that allows hedge- fund managers to avoid taxes by routing their investments through an insurance company in low-tax countries like Bermuda. The Treasury, in an Aug. 9 letter obtained by Bloomberg News, told Senate Finance Committee Chairman Ron Wyden that it's concerned about such arrangements and is weighing legislative and administrative responses.
