I am not surprised that a major health insurer, like CIGNA or a Pharmacy Benefit Management Company like Express Scripts would defraud a state employee health benefits plan. This is what you get when you subcontract your administrative responsibility to someone else. Who selected CIGNA & Express Scripts anyway?? But what I am surprised and dismayed at is that physicians were actively involved in defrauding their patients.
