Major flooding averted

Woodburn saw rising waters around the city and just outside city limits last week in what Public Works Director Dan Brown called a "25-year flood." Waters along Butteville Road started to flood a Stafney Lane bridge but Brown said the city avoided any major flooding because they were able to keep the culverts free of debris.
