Alleged Lake Oswego heroin dealer busted on I-205 shoulder

A Lake Oswego man was arrested late Tuesday for attempting to deliver 21 heroin-filled balloons after a police officer found him on the shoulder of Interstate 205, tinkering with his rear-view mirror.
