Leechburg Area's school board is expected to approve a preliminary 2012-13 budget next week that would increase property taxes by 2.4 percent for West Leechburg homeowners but maintain current rates for Armstrong County residents.

The focus of an almost three-hour manhunt Thursday tried to elude police by jumping into the Kiski River, but he was caught when he ran into a shed and was trapped.

Leechburg police said they were looking for Bashir Joseph Masaoud, who is in his mid-20s, in connection with a burglary last week in West Leechburg.
